Software assessment
Creating and maintaining software is always coupled with spending money. You are investing capital but creating costs at the same time. With a building project the two components can be accurately calculated, whereas with software development and maintenance the two remain a grey area.

Outsourcing and costs
With the outsourcing of system development and maintenance both the client and the supplier endeavour to assess the work that has been carried out.  Suppliers of custom software often find it difficult to indicate which "wall" has been shored up and which "wall" has been removed. Clients have the tendency to assess only the newly added "rooms", and do not appreciate that removing something also takes time and therefore costs money.

Unused software
This problem is the result of the fact that we cannot physically touch software. An unused room in a building can be shut off. Maintenance staff are therefore physically confronted with the status of that room. In a software environment, maintenance programmers are not usually confronted with an unused area or section of code  resulting  in wasted maintenance effort..
